Locale plugin shows help texts in browser locale

    Description

      I installed the Locale plugin to force Hudson to be shown in English instead of
      German (my browser locale). In general, this works. However, when I look at a
      help text (for instance in "Configure System"), it still shows in the browser
      locale instead of the enforced English.

          I have the same problem.
          But it seems that some messages are in non-localized and others are being displayed in localized language.

          Jenkins version: 1.619
          Locale Plugin version: 1.2

          In the screenshot you can see 2 localized help texts (red boxes, in my case it is german language) and 1 non-localized help text.
          I have set the locale plugin to en_US and have enabled the "Ignore browser preference and force this language to all users" checkbox.
