use credentials-plugin to define SCM credentials

      scm-sync-configuration has a dependency on subversion plugin as it relies on its legacy credentials support to define access to config repository.
      This make plugin incompatible with subversion plugin 2.X

      Should use credentials API to let user select credentials.
