On a project, we're using the violations plugin which changes the stability
status depending on specific violations.

Everytime the project builds, I receive a mail "the project is back to stable",
whereas it is still unstable because of the violations.

Expected: hudson shouldn't send this mail.

Ideal: another stability flag between "unstable" (tests failed) and "stable"
(everything is nice), that would say "tests passed but some plugins says the
project isn't stable".
