Don't hide "plugin management" link even if there's no plugin

      It would be handy to see a list of plugins that are available on a Management
      screen in hudson. Especially when you have access to the Web UI but not
      necessarily the filesystem.

          That's what confused me, theres no link to manage plugins when there are none
          installed.

          I thought I had deployed a plugin, but there was some snafu and it didn't
          actually get placed into the plugins directory (some process I set up). I
          looked in the hudson UI trying to figure out if it was active or not and since
          there were no plugins there was no manage plugins link.

          If I actually hit the managePlugins url by entering the location myself in my
          browser then I see what I would expect.

          No. It shows up when some plugins are installed.

          Since it has a form to install a new plugin, I guess it should be always
          displayed. That is your suggestion, right?

          Yeah, hearing your experience, it should be on.

          A part of the reason why the link is displayed selectively was because in the
          past Hudson didn't have the /manage page, so all the management icons are
          displayed at the top page.

          So in an attempt to avoid cluttering the UI, plugin link was selectively
          disabled. Now it makes no sense to do that.

          And we should improve the plugin management console so that it tells you any
          plugins that have failed to deploy, and why.
