The Tomcat Manager supports specifying a context configuration file (config.xml)
through the "config" parameter when deploying a webapp. This is useful to
externalise configuration instead of having to put it in the WAR file.

It looks like the TomcatManager class from Cargo already supports this
parameter, but it looks like it is not exposed in the
AbstractTomcatManagerDeployer.
