CVSTag plugin does not work for Branches- mutually exclusive flags used

      Using CVSTag plugin 1.2 fails with the following error:

      cvs [rtag aborted]: -r and -D options are mutually exclusive
      FATAL: Perform CVS tagging on succesful build failed. exit code=1

      We're using cvs version 1.11.17.

      Reverting to CVSTag plugin 1.1 successfully tags our code but on head, not the
      branch as pointed out in issue 2337
