The Plugin is currently not listed in the "up for adoption" list. Should I do the normal mailing list procedure or can this discussion be seen as the access request?

Yes you have to follow the process for abandoned plugin.

I don't think that integer has the time / motivation / interest to maintain it anymore and he could mark it as to be adopted.
