If the build fails, then the clover plugin will not publish the report. Is it possible for it a config option to publish the report? I have a fairly simple build script (and I'm not sure I want to spend too much time setting up ant) which will run things like php -l and they'll make the build fail even though I've already run the test suite and the code coverage report will exist.
