Don't resume on restart

      It would be very useful to have an option that disallows jobs from resuming on restart.

      Especially for jobs that are stuck and you are trying to kill. Could help with the "hard-kill" problem as well if zombie jobs don't keep popping back up after a restart.

          No real use case other than working around JENKINS-25550, which is normally done by deleting the build.
