Default repository browser for HTTP(S) Hg repos

      (Mentioned originally in Issue #2328.)

      In the case of Mercurial over HTTP(S), the repository browser URL should really
      default to the main repository URL, as hgweb can service both the Hg client and
      a web browser. This would reduce the amount of configuration needed for a project.
