Disable SCM polling until "Jenkins is fully up and running"

      Unknown if core or individual plugin issue - I'm using perforce plugin.
      I find that loading is massively slowed down, and the logs become hard to follow, if SCM polling starts before Jenkins is fully online.
      Can we delay any polling activity until loading is complete?

          In fact, I get jobs building, completing, sending notifications, etc. long before the UI is ready and I can control anything.
