Projects using doing a cvs checkout on a tag always end up with an empty 'Recent
changes' page.

The following debugging output indicates that entries with actual changes get
filtered out (see below). The can be explained by the fact that the files are
indeed not on a branch as such cfr tag checkout:

because it didn't match the branch
