      I would like to be able to configure the UpstreamComitterRecipientProvider from the jenkins job dsl.

      It's just a RecipientProvider just like the others.

      Two other RecipientProviders that maybe should be added at the same time are:
      FailingTestSuspectsRecipientProvider
      FirstFailingBuildSuspectsRecipientProvider
