Add View Mask Polling Filter

      It is useful to allow users to specify a view mask view for polling. The view mask would typically defined a subset of the client's view and only changes to files within that subset would trigger builds.

          It would also be useful to be able to only sync the files that match the view mask as implemented in the cummunity authored plugin
