Workflow jobs are blocked when allocating a node.

      build blocker blocks workflow jobs, once a workflow allocates a node its being queued forever.

          Please also see JENKINS-29295 and JENKINS-27695, both of which show the same behavior. JENKINS-29295 was closed as resolved, but I'm still having the problem w/ build-blocker-plugin 1.7.1 even on newer Jenkins and newer Workflow.
