Exceeding Unstable threshold doesn't mark a build unstable

      I had 108 FindBugs warning in my project. Then I configured the findbugs plugin
      to mark the build as unstable if the numbers of warnings exceed 108.
      In the next (and overnext) build the warning count was 109, but the build wasn't
      marked as unstable.
