add monitor/trigger capability to Jenkins Artifactory plugin

      Modify the Artifactory plugin so a Jenkins job/project could use it to monitor one or more Artifactory repos/paths and trigger the job to run when it detects a new artifact. The case use for this is that we have automated integration tests and we'd like to trigger a run of these tests when there is a new version of a component that's included in the test. We'd also like the plugin to fetch the new component version/artifact.

          This would help us remove a lot of complexity from Jenkins - instead of having a big cascade of job triggers, jobs could just subscribe to the artifacts that they need.

          Especially helpful since URLTrigger is accumulating bugs, and unclear if it's being maintained anymore.
