Currently the hockeyapp plugin only supports restricting build downloads using tags, however the API also supports restricting based on teams and users. Please implement restricting downloads with teams to the jenkins plugin.

Tags in hockeyapp are associated with apps and users. When you have multiple teams, with many users (and people get added / removed), it's more convenient to use teams for restricting app distribution rather than tags.
