      I am pretty sure the problem is related to a faulty install of arcanist - I probably need to help the plugin to find it since I forgot to add it on the path - but the error message could be more descriptive...

          Interesting, I've never tried this on Windows and don't have a box/license available to reproduce on. Is there some sort of free virtual machine I can try this on?

          Also, we (I) like to keep all of our issues on github (which I realize is not The Jenkins Way, but it is The Uber Way): https://github.com/uber/phabricator-jenkins-plugin

          Looks like MS offers a free (90-day trial) virtual Win10 image at https://dev.windows.com/en-us/microsoft-edge/tools/vms/linux/
          If this does not work, I could spin up a virtual windows on Azure and grant you access...
