Charset is ignored

      If the MimeMessageBuilder is user to create MIME messages in from a third-party plugin, charset in ignored.
      Example:
      Charset: UTF-8
      Set header "Build folder ยป job2 #11 is complete"
      In the source code of the message it looks like 

      Subject: =?ANSI_X3.4-1968?Q?Build_folder_=3F_job2_#11_is_complete?=
MIME-Version: 1.0
Content-Type: text/plain; charset=us-ascii

      So, it's incorrectly displayed in mail clients.
