After upgrading to latest workflow plugns (also installed workflow-multibranch) , am seeing two options for creating Folder. See below image.

May be It is better to rename the new project type to something else like "multibranch folder".
Also an explanation about how it is different from project type "Multibranch workflow" helps

Please note that you can see this only from within a nested folder , not at top level
