Performance plugin not failing build when use relative thresholds in jmeter project

      Step to reproduce:
      1. Set the "Use Relative thresholds for build comparison:" to low values. Also choose the "Compare with previous Build" and set the "Compare based on" as "Average response Time" I've attached screenshot. See "config.jpg"
      2. Run jmeter tests with use maven plugin.
      Actual. Build is not market as failed. See result at "result.jpg"
