Missing "Integrate Branch" in builds with parameterized svn url

      The "Integrate Branch" action is not available if the svn url contains a variable. Removing the variable in the svn url and starting a new build brings back the missing "Integrate Branch" action.
      Probably the issue is caused by the unresolved variable in the svn url (related to JENKINS-26771).
