      MultiJob Phase configuration "Build only if SCM changes" behaves in opposite way.

      In the advances section of Phase jobs for MultiJob Phase configuration : the checkbox "Build only if SCM changes" does not behave/work as written/expected. It works just opposite to what is written. Attached screen shot shows the problem area.
