Forthcoming JiraEnvironmentVariableBuilder step is not compatible with the workflow plugin. It would need to be changed to implement SimpleBuildStep. There is an outstanding issue with setting environment variables from workflow (#29537) and some proposed workarounds. Some of the change has been done in https://github.com/sfhardman/jira-plugin/tree/workflow, but not the workaround to set environment variables from workflow
