Populate option "Forced clean and sync" causes continual rebuilds

      I set up a build using the default "Auto cleanup and sync" on a 15-minute polling schedule (H/15 * * * *) and it worked OK, building when there was a change in perforce.

      At some point, the cleanup didn't seem to work (possibly some other bug) so I switched it to "Forced clean and sync". This caused the job to build EVERY 15 MINUTES regardless of whether the contents of perforce changed or not.
