Move "Delete Job" link to Job configuration screen

      Description

      Users have given us feedback that the Delete Job link is a bit too close to the Build Now link. As deleting a Job is not a common operation moving it to the Job configuration screen would make more sense.

          Daniel Beck same problem as before - Configure is a very commonly used action and moving delete underneath it will just move the problem.
