The jira-plugin has neither a LICENSE file at the top level of the GitHub project, nor does it mention a license in the pom.xml file.

      This should be explicitly stated in either place. It's not usable until it's licensed.

          Yep, i think it's ok to use Jenkins MIT license. BTW quite a weird nobody have noticed license absence for such a long time.
