      Requires new plugin to be created. See JENKINS-26466 and https://groups.google.com/forum/#!topic/jenkinsci-dev/WT8VLf5lZx4 for context.

      Add an `AdministrativeMonitor` that warns when slaves using launcher version lower than master are detected. Should only apply to JNLP slaves (TBC).

      Currently marking component as `core` while we wait for the new plugin to be created
