We want to simplify the ability to create in the OSS tracker. For that the user gives a subject/description of the problem, its Jira credentials (or maybe we could use SSO ?) and the options to generate a bundle.

It requires to have JENKINS-21670 which must be enabled by default to not risk to disclose publicly users informations
