config file provider plugin doesn't work with pipeline

      When I create a pipeline, there's no config file settings. Actually the whole (Build Environment) section is missing.

      As I see in this feature: Workflow integration for Config File Provider (https://issues.jenkins-ci.org/browse/JENKINS-26339), config file plugin should work together with pipeline.
