Report style is not applied (visible) in Chrome due to security hardening that was made in Jenkins.
      The errors in browser are:
_Refused to apply inline style because it violates the following Content Security Policy directive: "style-src 'self'". Either the 'unsafe-inline' keyword, a hash ('sha256-fA+Gq1RWMzVOfRLxqhYDHEkv5mTE5Id9hCuHr3/ce8A='), or a nonce ('nonce-...') is required to enable inline execution.
Blocked script execution in 'http://machine:8080/job/09_QA_ProductSetup/seleniumhq/' because the document's frame is sandboxed and the 'allow-scripts' permission is not set._

Updating security policy of Jenkins works only temporarily.

In your issue description I can read 'seleniumhq', are you sure that your problem is produced by seleniumhtmlreport plugin?
Mabey you could provide a sample test file to reproduce this issue?
