Because today's Jenkins config uses scrolling and some users have expressed an interest in preserving that behavior, this change modifies the tabs to automatically scroll the page to header anchor points, rather than hiding the content of the page as is the case with the traditional tab toggle.

This same behavior will be applied to the initial create items page as part of a separate issue.
