BZ 87056 - Coverity plugin does not use Perforce env variables when adding SCM data

      Jenkins 1.642.2, P4 1.3.7, Coverity 1.7.1

      The P4 plugin exports the following environment variables:

      P4_CHANGELIST
      P4_CLIENT
      P4_PORT
      P4_TICKET
      P4_USER

      However, the Coverity plugin does not use them when the SCM Perforce option is enabled. This forces the use of the SCM tool-arg option which is currently broken as reported in JENKINS-33560.
