Naturally, a user can manage his own user-specific credentials on http://<jenkins server>/user/<username>/credential-store/ no matter the permissions on credentials (set in matrix-based security)

However without the global "View" permission, those credentials will not show up. Once set all formerly created user credentials will show up and can be updated, or deleted.

TODO: Allow user to view his own credentials no matter the matrix-based permissions on credentials.
