Pipeline support for IRC Notifier

      I an unsure where the extension needs to be made. I hope it is enough to add support between pipeline and instant-messaging.

      Since we are heavily IRC-driven, support for IRC notifications of build results is very important in adopting the pipeline for all jobs.
