/about completely bypasses setup wizard.

      1. run the 2.0-beta-1 jar with a clean home.
      2. Start Jenkins
      3. enter the admin password
      4. navigate to $JENKINS_URL/about
      5. click the "Click here to install additional features" and finish the upgrade process
      expected results
      1. it is not an upgrade so don;t say upgrade
      2. this takes you to the wizard
      actual results
      1. it says upgrade when it is install
      2. this bypasses the wizard and installs the kitchen sink plugins without any extra confirmation which is a shock..

          teilo allowing access to /about is the expected behavior, currently, as noted here

          teilo also note: PR 2185 will fix the issue that the upgrade banner is displayed for new installs (there were other cases of this)
