Allow restart aborted builds for cancelled builds

      My customer tries to use https://wiki.jenkins-ci.org/display/JENKINS/Build-timeout+Plugin and https://wiki.jenkins-ci.org/display/JENKINS/Naginator+Plugin together.
      They need option : Rerun build for cancelled build
      Use case:
      1. restart builds that was aborted due to timeout

      I can provide implementation for this Feauture if including such option is accepatbel

          Sounds rather a feature of build-timeout.
          That feature is planned by another contributor, but left for a long time: https://github.com/jenkinsci/build-timeout-plugin/pull/45

          Released as build-timeout 1.17.
          You need install naginator-plugin to enable the feature.

          Please try that.
