Trigger when Github tag is pushed

      As a github-organization-folder-plugin user,
      I want to trigger a pipeline when a Github tag/release is created,
      So that I can perform special release tasks.

      i.e. when 1.0.0 is tagged, publish project:1.0.0 docker image.
