[JENKINS-34278] Incorrect z-index value in CodeMirror-gutter class

This seems to me like a core issue, since codemirror is embedded there and I see the same issue with groovy-plugin.

Or perhaps we should increase the z-index of the hetero-list popup, since it is set to only 2 but the codemirror line numbers are at z-index 10, the apply and Save button row has no z-index set from what I can see so they also appear below.
