NodeJS menu not showing on Jenkins 2.0/2.1 config page

      I'm doing some testing on upgrading from Jenkins 1.642.4 to Jenkins 2.0/2.1. I'm seeing the same issue on both 2.0 and 2.1: the NodeJS menu doesn't appear on the global config page.
