Add a retrigger option to build a PR again

Sometimes a PR might fail to build not because the PR itself is bad but something else is broken (network issue, config issue, other flaky test). The "Gerrit Trigger Plugin" has the option to retrigger a failed build. It would be nice if the stash plugin would have a similar feature to just build the same PR, same SHA1, etc. again
