vSphere actions cant be currently invoked from a pipeline job. Linked PR implements this.

As collateral actions:
vijava (abandoned) has been replaced with yavijava (active) and
a dumb vSphereStep returns the IP adress of the newly vmbooted and sets the VSPHERE_IP env var. It currently reuses jellies from each vSphereBuildStep
