Migrate authentication-tokens-plugin to 2.x parent pom

      Convert the parent pom to the 2.x line for increased test-ability. Also ensure the tests run successfully against the most recent 2.x build.

          Converted the plugin to the parent pom. I was able to keep the same jenkins.version. This also ran successfully against 2.6.
