Currently the permission to view plugin information and their version is tied to the administrator permission. We'd like an improvement to split off this permission to a separate view plugin info permission which can be assigned to a user.

We use a tool called Jenkins Job Builder (JJB) which uses the view plugin info permission to figure out which version of the plugin is installed and it figures out what the appropriate XML to generate is based on the plugin version. Having a separate permission to view the plugin version would be handy so that we are not required to give JJB tool full administrator rights.
