API for retrieving the state of the queue

      • Note that when the queue menu dialog is open we want to show updates on the progress of things in the queue.

          I have spoken to KK, this is not a small change to core due to flow on breakages. We have to proceed without the core changes. There will be tickets to change this in core, but under Jenkins 3.0, which blue ocean can not wait for!
