Bundle all licenses in the license directory and display them on /legal

      This is needed to comply with the SIL Open Font license and creative commons

      In scope

      • Combine the Blue Ocean LICENSE.txt and the licenses in licenses/ directories (both blue ocean and JDL) at build time
      • When the user browses to /legal the combined licenses should be displayed
      • page should have the blue ocean header
      • Add "Legal" link in footer so that: "Built at 16th May 2016 08:28 AM · master · 725e8aa · Legal"
      • implement as a plugin?
