ec2-fleet-plugin doesn't reliably stop idle ec2 instances

      The first time I tested the plugin, the plugin scaled the nodes from 1 to 4 then back down to 1. I had the max nodes set to 10 and the max idle time set to 30.

      The second time I tested the plugin, it scaled from 1 node to 10 nodes (10 is max nodes in settings). The next day there were still 10 nodes. No jobs had run since my test that triggered it to scale to 10 nodes. All ten nodes were idle for about 12 hours. The max idle time was configured for 240 minutes for this test.
