In Scope

• Add a progress bar at the top of the screen
• Remove "No pipelines" text as the screen loads

Note
When you load up blue ocean and it loads up the list of pipelines, it flashes "no pipelines found" as the incorrect initial state.

I know there are other tickets for the "initial states", but this seems to be a very low hanging piece of fruit that contributes to a fairly incorrect experience.
