jdk_parameter_plugin doesn't work when triggered as downstream

      jdk_parameter_plugin version - 1.0

      i have a jenkins job configured with the jdk_parameter_plugin as input.
      in case i trigger it manually it takes the wanted input.
      in case it triggered as downstream- it won't take the default.

      (it has been tested on maven/freestyle project, and as downstream/phase in multijob triggered)
